The Information Technology Civil
Engineering (ITCE) approach is suggested to clarify
the multiple direction of EA and keep it simple as the paradigm of
resolving stove pipe system rather than an umbrella of
various disciplines. Enterprise Architecture was
initiated to resolve the challenge of stove pipe system, but under the title of
" Enterprise Architecture", EA has been perceived
as the central planned enterprise blueprint , or the
enterprise wide large scale system architecture
development ; or the enterprise wide business process
reengineering . Following the experience that central planned
economy approach which do not serve well even in the socialism countries;
Most large scale system development have very limited success in the past,; and over 70% of the enterprise
wide business process reengineering effort have failed, it is not
difficult to understand why EA has not matured as
expected because It is the collection of all the
difficult challenge.
ITCE resolve the stove pipe system by
looking for commonality between the differences. After
all, nothing is completely new under the sun and there
commonality between different stove pipe systems. It establishes the enterprise
common services rather than design the entire enterprise similar to
the city planners and Civil engineers where they design the common services such the road, power,
water and sewer systems rather than design every house in the
city. ITCE is the "IT city planning and
civil engineering" , it is all about people and
architecture buy-in from the stakeholders has being the major
challenge to serve the people oriented community.
City planners overcome the challenge of architecture buy-in by
conducting he master planning of the enterprise and establish the
public work to support each individual business owner's need rather
than design every house in the city. ITCE establish the
enterprise IT infrastructure, manage the information resources and
provide the services to enable the agility in supporting the
dynamic of localized business process reengineering.

The ITCE approach is proposed with a set of
models, frameworks and roadmap as shown in the following
exhibit. It is derived from the research effort
that EA is an emerging paradigm rather than a collection of various
disciplines; it establish the service rather than the entire
enterprise; suggest to establish the services by leverage on common
experiences from different established patterns; Overcome the
architecture buy-in by building consensus to empower the legitimacy
of enforcement; Achieve the practical use with via
full communicate with stakeholders.
e-CIO is a proto type with database and web
technology on the implementation of ITCE to go beyond research and
discussions. It demonstrate the use of ITCE with integrated
CIO automation. "Interoperability begins at
CIO", most of CIO office still have stove pipe solution
in the CIO business process. It is not very convincing to the
stakeholder with the notion of " Do what I say and do not do
what I do."
