OCIO Big Picture

Although the EA map approach has been developed in the past ten years for several Federal Government Agencies, the EA maps have become too sensitive information to share. For the purpose of demonstrating the value of EA map, the author has picked a familiar environment to compose the EA map to render the big picture of the Office of Chief Information Officer(OCIO). It is not only an example of EA map but also illustrate the relation between EA, performance management, business performance management and strategic planning.

The sum is greater than the parts

EA map render Enerprise location, value chain, organziation chart, operaiton and automation enviroment together in a one page approach. While there is nothing new about each individual parts which we are familiar with. However, together on one large picture convey the visual reference to each other and deliver powerfull holistic view of the enterprise.


The Location map

Geogrpahical locatin map to know the organization location is the straightest way to envision an "Enterprise". The office location implies where the customers are and the workload demand. The location map is considered as the enterprise dimension to render the scope of the Enterprise.



The Value Chain

EA map use value chain to illustrate the Enterprise Concept. The value chain, also known as value chain analysis, is a concept from business management that was first described and popularized by Michael Porter in his 1985 best-seller, Competitive Advantage: Creating and Sustaining Superior Performance.


the organization

EA map use organization chart to address the aspect of "Who" in the Enterprise. Most people try to know the organization by looking at their organization char. managers and sub-workers who make up an organization. It also shows the relationships between the organization's staff members which can be one of the following:

Line - direct relationship between superior and subordinate.
Lateral - relationship between different departments on the same hierarchical level.
Staff - relationship between a managerial assistant and other areas. The assistant will be able to offer advice to a line manager. However, they have no authority over the line manager actions.



The OCIO floor plan

The OCIO EA map renders the OCIO big picture for the EA community to eat their own dog food. The EA map use the floor plan diagram to render the OCIO business functions where the OCIO function is analogy to a room, and business processes are the workflow within and between the rooms.

Most of the IT professional have focused on their area as an architect, a security manager, a project manager, an application developer, and IT operation manager. They have not yet see the big picture of the OCIO operation to understand the interaction between Business performance measurement, business strategic planning, Capital investment, Enterprise Architecture, security management, project management and operation. The EA map renders the OCIO big picture for the OCIO staff to understand that:

. OCIO strategy is planned to close Enterprise business performance gaps which is identified in via business performance measurement.

. Enterprise Architecture establish the enterprise architecture mater plan as the notional target architecture and follow the strategic planning to detail the segment architecture for practical need.

. Enterprise security is planned to secure the Enterprise Architecture.

. IT Capital investment is determined base on both strategic planning and enterprise architecture.

. The OCIO is operated under an integrate governance process to stream line capital investment, project management and system life cycle.


The OCIO Automation system

The OCIO, similar to any other business leverage on different automation system to support change management, configuration management, enterprise architecture, decision support, project management, application development, help desk, system operation, asset management. However most IT organization have consider the OCIO automation systems as separate tools rather than and integrated OCIO Application systems. As a result, while OCIO has been the organization to advocate integrated automation solution to share and reuse resources, them self have failed to eat their own dog food. The following figure illustrates how OCIO business process leverages on automation solution.


Enterprise Architecture begins at the OCIO

Charity begins at home; Enterprise Architecture begins at the OCIO. The OCIO EA map renders the OCIO big picture to define the OCIO enterprise to enable the OCIO enterprise architecture. The OCIO Enterprise Architecture is the core for the entire organization to take advantage of technology evolution as shown in the following figure. It established to foundation of infrastructure to support the business operation and enable agile automation support in time for business need.
